PRELIMINARY Tishina Rules of Engagement
These ROE are not in effect until enacted by Tishina

These rules of engagement are not intended to infringe upon your inherent right of self defense. These rules are intended to prevent indiscriminate use of force. Nothing in these rules negates your inherent right to use reasonable force to defend yourself against dangerous personal attack.

Terms:
Hostile: An enemy which has been declared a hostile by commanding officer by virtue of posing a threat to friendlies or non-combatants.
Enemy: A person or entity which has not been declared a hostile, but poses a threat to friendlies or non-combatants.
Non-Combatant: Persons taking no active part in the hostilities.
Friendly: Tishina crew, Corvus crew, and allies.

  1. The use of force, including deadly force, is authorized to protect the following:
    • Yourself, your crew, and allies
    • Persons under your control or protection, including enemy prisoners
    • Anyone from crimes that are likely to cause death or serious bodily harm, such as murder, rape, acts of piracy, and enslavement
    • Persons and/or property as designated for protection by an accepted contract
    • Critical Tishina equipment [Clarify Critical Equipment]
  2. On order from commanding officer, enemies are declared hostile and may/must be attacked subject to the following instructions:
    • Enemies may/must/must not be engaged, subject to the rest of this rule, and to the following order:
      • Declaration of an enemy or set of enemies simply as hostile grants permission to engage at your discretion (may engage)
      • "Cleared to engage" is an order to engage (must engage) a specific enemy or set of enemies, now declared hostile, to be pre-defined by commanding officer
      • "Fire at will" is a general order to engage (must engage) all enemies, now declared hostile
      • "Cease fire" is an order which cancels the above orders and declares all enemies no longer hostile (must not engage), but does not negate your right to self-defense.
    • Positive identification (PID) is required prior to engagement. PID is a reasonable certainty that the proposed target is a legitimate target. If no PID, contact your next higher commander for decision.
    • Do not engage anyone who has surrendered or is out of battle due to sickness or wounds, excepting that:
      • Capture or securing such person is impossible to the highest reasonable standard, AND one of the following:
      1. They will likely, to the highest reasonable standard, pose irreparable harm in that information known to the individual will likely pose critical threat to life-saving operations, or the lives of crew, allies, or non-combatants.
      2. Information known to the individual poses irreparable harm to the stability of the galaxy, and that information is somewhat likely to be released.
      • All reasonably possible steps must be taken to mitigate or eliminate the above exceptions before engaging.
      • Liklihood that such person will return to combat later is not adequate justification for attack, but such persons may be captured by force.
    • Do not fire into populated areas or structures unless the enemy is using them for active hostile purposes or if necessary for your self-defense. Minimize collateral damage to the highest reasonable standard.
    • Do not target civil infrastructure (public works, commercial communication facilities, power), Lines of Communication (roads, highways, tunnels, bridges, railways) and Economic Objects (commercial storage facilities, pipelines) unless necessary for self-defense or if ordered by your commander. If you must fire on these objects to engage a hostile force, disable and disrupt but avoid destruction of these objects, if possible.
    • Use the minimum force necessary to accomplish the mission.
    • Commanding officer declaring hostiles takes responsibility for such declaration which is subject to review.
  3. Use of indiscriminate weapons such as mines and lethal tripwire traps may only be utilized under the following conditions:
    • The chances of anyone other than a hostile tripping the weapon is exceedingly low
    • The weapon is temporary, actively monitored by the crew, and removed when no longer needed
    • The weapon's deployment and location is made clearly known to all friendlies in the area
  4. Treat all non-combatants and their property with respect and dignity. Do not seize non-combatant property, but property required for mission operations may be purchased from non-combatants. [Change this so that there are cases where property can be seized in critical situations]
  5. Property may be seized from declared hostiles into the general possession of Tishina. Seized property may be returned to rightful owners if such property is found to have been stolen and owners can be identified. Seized property may not be taken for personal use until approved by Tishina Commander as part of payment or bonus.
  6. Detain non-combatants if they interfere with mission accomplishment or if required for self-defense.
  7. All detained individuals will be treated with respect and dignity.
  8. Changes to be made to these ROE are to be ratified by unanimous vote by the crew.
    • Mitigations for failure to reach unity are:
    1. Change is not adopted
    2. Members(s) refusing the change are removed from the crew
    • Prospective new members must agree to these ROE to be accepted into the crew. Proposed changes by prospective members may be considered by the crew and voted on before the new member joins.
